No, Indian citizens do not require a visa to enter Bhutan for tourism purpose. Indians travelling by air will be issued a free Entry Permit upon arrival into Bhutan.
Indian nationals who wish to drive their cars to Bhutan are required to obtain “Route Permit” from the Road Safety and Transport Authority office in Bhutan after obtaining the entry permit from the Department of Immigration. -

It will be valid for 7 days, which can be expandable in Thimphu for another 7 days up to a maximum of 30 days.

What are the different types of Permits for travel to Bhutan?
Entry Permit: This permit is issued on arrival when you travel to Bhutan by flight. The entry point is either in Paro airport (when travelling by flight) or in Phuentsholing Bhutan (when travelling overland either from Bagdogra or NJP). The Entry Permit is also a valid document to visit Thimphu and Paro.
Route Permit: If you travel to Bhutan by road, you need to have a Route Permit. With a Route Permit, you can visit places like Punakha, Wangdue, Bumthang, etc) beyond Paro and Thimphu. -
